Carroll County Democratic Central Committee October Meeting, October 10, 2019 Minutes Meeting was held Finksburg Library and was called to order by Don West, Chair, at 6:40pm. Committee Members in Attendance Don West, Mitch Edelman, Katherine Shaw, Frank Rammes, Charles Harrison, Raquel Walsh, Kate Sanner, Anne Stoner, Corynne Courpas, Tom Scanlan Other Attendees Michael Bayrd, Political and Organizing Director, MDP - Will be working with Skyler and organizers across state - Goal is to have year-round program, continuous contact with voters - Will work with Committees and Elected Officials to ensure information is being conveyed Chair's Report - Approval of Agenda motion to approve by Frank, 2nd by Corynne - Happy Birthday Mitch and Kate - Executive Committee meeting 9/25 - - Treasurer's report- $226,000 behind in funds coming in vs. expenditures, looking for sustaining contributors - - MDP will provide assistance to central committees on hacking and phishing - - Motion introduced granting elected officials of party to be given email addresses through MDP and access to VAN - - Rural equity- looking to support candidates in what are generally considered unwinnable areas- committee developing guidelines to provide to rural counties - Western MD PAC Summit Wrap-up - - Don attended yesterday, wrap up from 2019, lay ground for 2020 - - Dorothy Scanlan nomination approved as member of Board of Directors; officers remain the same - - Tentative dates for 2020 -- March 20 and 21 - - PAC meets again in December to start planning - Full state party meeting -- October 29 at 7pm in Lanham Secretary's Report Motion to approve September report by Corynne, 2nd by Kate; vote unanimous Treasurer's Report Current balance - $5,594.77. Frederick County does - - - Kate will reach out to Laura O'Callahan or Kate Berry - - Need to look at postcards- budgeting, how many can we afford to send? Can ask candidates/elected officials, with a specific ask i.e., we want to send out a certain number of postcards - - Billboard- reach out to Kohn - - Start looking at budget - Candidate Recruitment and Orientation- target candidates for recruitment, identify vulnerabilities and vacant positions, find out what appeals to voters in Carroll County, especially Independents - - Reach out to Charles if you know anyone to recruit - Issues- Kate sent out an update, raw data document - - Healthcare and Environment are top two issues so far - MDP Ethics and Sexual Harassment- no report - MDP Platform Committee - - Had to resend survey to legislators, done last week - - General survey- should go out October 14 - - Can share analysis with county Central Committees - - Listening tour in November, December - MDP Field/Data Committee - - Next meeting October 22 - Sexual and Gender Minority and Diversity - - Supreme Court case - CC Dems and SC Dems - - CC Dems- Meeting last Monday, O'Ryan Case from ARC was speaker - - - November 4 meeting- will have veterans speaking, please consider attending.
