Carroll County Democratic Central Committee November Meeting, November 14, 2019 Minutes Meeting was held at Westminster Pubic Library and was called to order by Mitch Edelman, Vice Chair, at 6:30pm. Committee Members in Attendance Don West, Mitch Edelman, Katherine Shaw, Frank Rammes, Charles Harrison, Raquel Walsh, Kate Sanner, Anne Stoner, Corynne Courpas, Greg Hutsell, Anita Riley, Tom Scanlan Other Attendees Amber Forster Chair's Report - Approval of the agenda -- so moved by Frank, 2nd by Charles, unanimous - NAACP Fr- eedom Fund Banquet (10/11)- Kate, Frank, Corynne, Tom, Charles attended, nice event. Jean Lewis will not be running for President again. - Full state party meeting (10/29) - Elijah Cummings and the future -- Maya is running for Cummings' position, along with several others, nominations close 11/20, should be no immediate impact in Carroll County. Current Acting Chair is 'Cory McCroy. No intention of running for Chair. - Andy Harris' Town Hall -- he was his usual self, coverage in Carroll County Times. One person so far running against him- Mia Mason. Expect more to enter the race. - December meeting (12/12 at Mt. Airy) - New group picture and headshot of Greg -- after meeting, will delay group picture until more members are in attendance - Candidate orientation -- need to start working on it, only a few months until 2020. Not too early to start thinking about 2022. Should start recruiting as early as we can. - Executive Committee meeting last night - - Sexual Harassment and Code of Conduct Committee presented new policy- Mitch handed out copies. If anyone has comments, please send them to Ben Smith. - - - Kate recommended that any sexual impropriety be investigated by an outside entity, rather than peers, for the most serious cases. Abina will present suggestion to Ben. - - Vote was held to confirm appointment of DLC members and to confirm Greg Pecoraro as Parliamentarian. - - Until a new Chair is elected, First Vice Chair is Acting. - - - Anyone who is interested may submit an application. - - - We all received the email announcing requirements for candidacy. - - - December 7 meeting at 10am for full state party to elect permanent chair. - - - - Corynne and Chuck did not receive email, Mitch will forward. - - DNC elections next year Secretary's Report Motion to approve report by Corynne, 2nd by Frank; vote unanimous - Send to Michael Bayrd Treasurer's Report Current balance - $6,542.91. Yes, Mitch will share with Kate - - Survey -- send to local groups, post link on social media, very short, what are top three issues? - MDP Ethics and Sexual Harassment -- see Chair's report - MDP Platform -- working on getting general survey out, will go to everyone, 10,000 per day to every Democrat in MD, aiming for 10% response rate - - 2nd phase- listening tours, field research, issues-oriented meeting - MDP Field/Data -- no update this month - MDP Sexual and Gender Minority and Diversity -- no update - CC Dems and SC Dems - - CC Dems -- 50/50 raffle at fall breakfast, made $100; holiday dinner December 9 at Buttersburg Inn, gift basket raffle; January meeting- welcome to new year, prep for Presidential election, at Westminster Library; February meeting- on a Saturday on writing effective LTEs and opinion pieces - - SC Dems -- no update Old Business - Breakfast wrap-up -- close to $1,500 raised, 85 people in attendance - Watch parties for debates -- next debate is 11/20 at Greenmount in Hampstead - Meet and treat -- wrap up- Chamber event, good event. We really need to turn out at chamber events - Bumper stickers update -- pricing -- 250 for $217.04, 500 for $272, 125 magnetic for $367 - - Corynne moves to order 500 bumper stickers, Tom seconds; vote unanimous - - Hold off on ordering magnetic - Holiday dinner -- December 9, Buttersburg Inn, 6:30 for social, 7:00 for dinner. Restaurant is closed, restaurant can accommodate 80, a few speakers, BYOB, sign up in advance, but bring a check to dinner to pay - Regular community meetings -- no update yet, debate watch parties have been filling the void, once a month New Business - E-voting protocol -- Mitch sent copies of proposed protocol, motion to approve by Frank, 2nd by Corynne; vote unanimous - - Discussion - E-voting should be limited, urgent, voting yes or no - Last canvass -- November 10, could be discouraging for some, not many contacts made, a lot of wrong numbers - - Next canvass probably after holidays New residents outreach -- will get updates for one year, averages 250 new residents per month - - Kate will reach out to Bob Lord for printing prices - Fundraising -- Giving Tuesday, Tuesday after Thanksgiving, send an email out to make a contribution to Central Committee, especially requesting recurring donations - - Kate will send wording to Tom for email blast - Western MD Democratic Summit -- Rocky Gap, March 20-21 -- Mitch will find out if they're taking hotel reservations - MDP Voter Protection Committee -- new committee, no new information, will need to have a local attorney on standby for 2020 election - Victory Dinner -- May 14th 2020 -- Anita is looking for a speaker, reaching out to new MD state senate President -- Bill Ferguson - Headquarters -- a little early still to start looking, February/March will start seriously looking - - Look for any vacancies though - Local elections -- municipal and School Board -- looking for candidates - Website -- Mark needs help with content, take pictures of events, send notices of events to Mark - Hispanic and Minority Outreach -- Greg spoke with someone from Howard County, will get together with her to get started on outreach - Policy Summit -- four panels, energy, justice, labor, catch-all panel - Next meeting- December 12, 6:30pm in Mt.
