Minutes of the Carroll County Democratic Central Committee November 12, 2015 In attendance: Don West, Corynne Courpas, Mitch Edelman, Frank Rammes, Dorothy Scanlan, Tom Scanlan, Zach Hands The meeting was called to order at 7:00pm. Pledge of Allegiance Chair’s Report Chuck Cook announced that there will be messaging training on Saturday, November 21 in PG County. The full State Party meeting is December 5th. The combined committee and club holiday dinner is set for December 10th at the Buttersburg Inn. The Rural Maryland Democratic summit has been scheduled for March 11th and 12th. We have been encouraged to attend fundraising and candidate endorsements. We can endorse a candidate individually but not as a committee. Secretary’s Report With two minor changes, the secretary’s report was unanimously approved. Treasurer’s Report Tabled. Club Reports CC Dems: There was no meeting in November, and there will not be a meeting in January. South Carroll Club: no activity Committee Reports Local Politics: School closings have been the topic of conversation. A fifth option was presented but dismissed. The recommendation to close North Carroll High School, New Windsor Middle School, and Charles Carroll Elementary will move forward. The recommendation will be voted on at the regular Board of Education meeting on December 9th. Annapolis: Tabled until the session begins. Communications: It was noted that Don’s LTE regarding the state of public education in the county was published in the Times on October 24. The Facebook ad did so well that the decision was made to add a second week. Events: The breakfast was a very nice, if very small, event. We need to entice new faces to come to your events as the same core group attends every one. The annual gala dinner has been set for May 19th. Blog: Tabled. Old Business Intern duties: It was suggested that the intern should work 8-10 hours per week. Her assistance in the headquarters will be her primary duty. In the future we will require potential interns to submit a resume, a statement of interest, and have a GPA of 2.5. If our recruited intern finally starts to work for us we will invite her to the dinner. Rural MD PAC: A letter was sent to Russ Curry requesting that the PAC’s bylaws be changed to make Carroll County a full member. Currently the bylaws allow for three members from the other member counties but only one for Carroll. Bylaws: Bylaws have been submitted. The Board of Elections does not require signed copies. We need to clarify whether State Party does. New Business A discussion was held on whether to change the name of the Jefferson/Jackson dinner. Suggested names were presented and the field narrowed down to the “Democratic Victory Dinner”. Frank R. made a motion to adopt this as our new gala name; Zach H. seconded. The vote was unanimous in approval. It was also decided that during an election year all our events would be called “Democratic Victory”. Branding is an important marketing tool.
