Minutes of Carroll County Democratic Central Committee November 12, 2014, Finksburg Branch Carroll County Public Library Attendees: Mitch Edelman, Jim Gregory, Jackie Jones, Lowell Jones, Frank Rammes, Neil Ridgely, Anita Riley, Dorothy Scanlan, Tom Scanlan, Don West Guest: Hope Jacobs Meeting called to order 7:03 PM. Chairman's report: Don introduced Hope Jacobs to the Committee. She is presently a substitute member of the Board of Elections. She presented her credentials, and explained that the Board will no longer have substitute members; instead, it will organize itself as a 5-member board. The CCDCC is being asked to recommend 4 names for 2 slots by March, 2015. Ms. Jacobs went over the duties of a board member, and she stated that at present compensation for full board members is $3000/year. Ms. Jacobs asked that the CCDCC recommend her for one of the positions. Don stated that the process should be open. Frank moved (Neil second) that we put a notice on the website and that we discuss at January meeting. Motion passed unanimously. Don will send Ms. Jacobs' resume to the committee for its review. The first post-election state party meeting is scheduled for 12/6, at a place TBD, most likely Annapolis or some other place in PG County. All members are invited to attend. Approval of October Minutes: Neil moved (Frank second) that minutes be approved as read. Motion carried unanimously. Treasurer's Report: Previous balance was 7605.82 Deposits were 1830.00, total expenditures were 4046.35. New balance is $5389.47. There are no outstanding credits or debits. Mitch moved (Neal second) to accept report as read. Motion carried without dissent. Club Reports: Anita reported that S. Carroll club will have Christmas dinner at 7PM, 12/4. Cost is $10 Don mentioned that on 12/11, all clubs and Central Committee will have dinner at Buttersburg Inn, price TBD – or we will order off menu. This event may be an opportunity to raise money for committee. Committee Report: Neil discussed local politics: there will be news coming out later this week regarding ethics committee action regarding possible conflict of interest charges against Dennis Frazier for holding both a commissioner's seat and maintaining his teacher's position. Also, there was discussion of Joe Getty possibly moving to a position within the Hogan administration and if so, filling his Senate seat. Anita reported on the 10/18 breakfast: about 60 people attended, and the Committee realized a net profit of $900. New Members: Don mentioned that Charles Harrison expressed interest in joining. He also discussed current committee membership has just 1 female member, and there were 4 male members from District 2. Frank nominated (Neil second) Anita Riley to the District 5 seat. Appointment approved unanimously. Mitch's appointment was changed to District 1 representative. Frank nominated (Neil second) Dorothy Scanlan as female At Large committee member and Tom Scanlan as District 4 representative. Appointments approved unanimously. Election voting analysis: Jim Gregory discussed his analysis of voting in general election: about 25-30% of county electorate is registered Democratic, and almost the same number of voters are unaffiliated. In county commissioner races, Dem. candidates polled about at that rate, but Brown-Ullman were well below that rate. Inference is that top of the ticket did not help local candidates in any of the races. Jim will send members his spreadsheet analyses, derived from the election results posted by the County.
