Carroll County Democratic Central Committee April Meeting, April 14, 2020 Minutes Meeting was held via conference call and was called to order by Don West, Chair, at 7:08pm. Committee Members in Attendance Don West, Mitch Edelman, Katherine Shaw, Raquel Walsh, Kate Sanner, Corynne Courpas, Tom Scanlan Other Attendees Justin Wilson Chair's Report * Approval of agenda -- vote unanimous * COVID-19 -- Don emailed info from Katherine Berry re: primary election * Letters to the editor in support of Richard Titus, including a former chair of CCDCC and one from current chair of CCRCC o Need to point out that this is a non-partisan race, should be treated as such o Don will reach out to Bob Blubaugh, is the paper adding previous positions? * Justin -- state party is organizing virtual phone banks -- Monday and Wednesday for Carroll County, would be great to have CCDCC members join, can arrange for other days if necessary. Contact JWilson@mddems.org o Voter awareness -- MD primary postponed, mail in ballot o Reaching out to voters to join get out the vote operation in PA and VA * Will either be door knocking or phone banking Secretary's Report Motion to approve report; vote unanimous Treasurer's Report Current balance - $3902.60. Motion to approve report; vote unanimous. o Filing date changed when primary date changed; Corynne is up to date Committee Reports * Campaign planning -- create a Facebook group, where people can have conversations -- Raquel will create o Texting -- use texts for specific ask, focus on phone banking for get out the vote. $.25 for every contact uploaded * Platform committee -- submit draft to state party in middle of May o Will ask Central Committees to contact affiliated groups for public review and comment -- sometime in June o Reach out to Mitch with any questions/discussion * Budget committee -- held a call, in process of cutting expenses, letting some consultants go, trying to get budget back into balance. State party will be moving to less expensive space. o Likely that convention will be massively scaled back or even virtual Old Business * Debate watch parties -- canceled * Virtual phone banking -- Greg working on it * New resident outreach -- 174 new residents for March, will need to get additional stamps next month o Order stamps by mail, Corynne will email reimbursement form, order a double or triple batch * Continue writing letters to the editor New Business * MD primary moved to June 2 * Canvassing -- primarily by phone, will not be attending FallFest * Western MD Democratic PAC moved to 9/25-26 * Victory Dinner postponed to 9/10, new contract received * Headquarters -- Don spoke with Sally Long.
