Carroll County Democratic Central Committee Meeting Minutes April 12, 2018 Meeting was held in the large Meeting Room of the Westminster Branch of the CCPL and was called to order by Don West, Chair, at 7:00 pm. Committee members in attendance Don West, Mitch Edelman, Corynne Courpas, Frank Rammes, Charles Harrison, Tom Scanlan, Dorothy Scanlan, Anita Riley, Zach Hands Other attendees Guests: Circuit Court Judge Candidates: Maria Oesterreicher, Richard Titus (Incumbent) Pamela Zappardino, Christian Orr, Paul Johnson, Raquel Walsh, Kate Sanner, Katherine Shaw, Judy Milliken, Paul Johnson Chair's Report Executive meeting on March 19; lengthy, not much to report. A lot of talk about rules. Candidate filings closed. We did not add anyone new. State meeting on May 31, 2018; Central Committee candidates should attend as guests; should be a number of elected officials and candidates there. Meeting at Community Media Center with new head, Richard Turner and head of Republican RCC. Thinking of attempting an LTE-style commentary where anyone could come in and speak for three minutes on camera. Will not provide coverage for the CD1 forum. Do we want to have Katherine Berry (head of CC Board of Elections) attend a meeting? Yes-after the primary. A Central Committee member should attend the public meetings of the CC Board of Elections. Brief speeches by the two Circuit Court Judge candidates Secretary's Report Motion to approve report by Anita R., 2nd by Corynne C.; vote unanimous. Treasurer's Report Treasurer's report was sent out via email to the members and shows a current balance of $6,547.96. Motion to approve report by Frank R., 2nd by Zach H.; vote unanimous. Club Reports Carroll County Democratic Club: At the April meeting the guest was Tim Hickman who has written a book on how to win elections. Gave a good talk; book seems to have some good hints. Judge Titus has been invited to the May 9th meeting. The two District 3 commissioner candidates, Maria Warburton and Doug Mathias, have been invited to the May meeting and have accepted. Annual picnic will be July 29 at the Union Mills/Silver Run Lions Club park. Candidates will be invited. South Carroll Democratic Club: No report Young Dems: Zach and Emily will be speaking to the Democratic Club at Westminster High School on April 24th. Make a pitch for interns. Intern Report: Lily has a job and her time to intern for the Central Committee has ended. Kara will continue. VOCAL: Ted Zaleski spoke about the county budget. Carroll CAN: starting a sub group that will focus on education. Meeting Sunday at the Westminster branch of the CCPL. Jesse Colvin, candidate for CD1, will speak. Committee Reports Local Politics: Conservative Parent Alliance. Annapolis: No report Bylaws: amending the state bylaws to address gender equality; fine tune the language. All other discussions tabled; no new updates Events Western MD Democratic Summit: is sold out. If you are going you will need to pay $35. Victory dinner: Have 22 ads so far. Deadline for ads is April 30th. Keynote speaker is Brian Frosh. Need silent auction donations. Entertainment?? Lifetime award to John and Jean Lewis for their service to the NAACP. CD1 Forum: May 17 at the Finksburg library. All candidates will be in attendance. Talk about live-streaming it. Fall Breakfast: October 6 Old Business Candidate Training: It has been decided that we do not need to have a second candidate training. MDP Resistance and Renewal: moving on to Phase 2 of reaching out to voters. Targeting registered voters who did not vote in 2014. Issues focus is education and health care. If we make 86 contacts by June 3rd, we will receive a $500 stipend. Host a day of action where central committee members come together and phone bank or knock on doors. New Business Emails to CCDCC candidates: selected emails going to CCDCC candidates Use of our email list by candidates: we are not giving out our list Frederick Democratic Party Gala: Event is May 14. Ad has been sent. Also need to send one to Washington County when requested. Voter Registration: follow up with CCC. Talk to progressive student union at McDaniel. Easy training to be able to do voter registration. Headquarters: need to start looking for a space. Old Mission store is vacant. Announcements The next regular meeting for the CCDCC will be Thursday, June 12, starting at 7:00pm, at the Westminster library. Meeting adjourned at 9:05pm.
