Carroll County Democratic Central Committee Meeting Minutes October 12, 2017 Meeting was held in the Large Meeting Room of the Westminster Branch of the CCPL and was called to order by Don West, Chair, at 7:04 pm. Committee members in attendance Don West, Corynne Courpas, Anita Riley, Charles Harrison, Frank Rammes, Mitch Edelman, Tom Scanlan, Dorothy Scanlan Other attendees Kara Adamcik, Lily Gavin (interns) Chair's Report State party meeting on November 4. There was a lot of conversation about gender balance on local central committees. Diversity committees will now be required to submit a written report rather than give an oral report. Secretary's Report Approved Treasurer's Report Treasurer's report was sent out via e-mail to the members and showed a current balance of $6,352.66. We still have breakfast checks to deposit. Motion to approve report by Frank R., 2nd by Mitch E.; vote unanimous. Club Reports Carroll County Democratic Club: Mona Becker was the speaker at the October meeting and spoke primarily on environmental issues. The next meeting is November 6, and the speaker will be Charles Brown, Director of the Humane Society of Carroll County. A new member of the club is Ernie Grecko. South Carroll Democratic Club: setting up a meeting for November 8 (tentatively). Young Dems: have not met yet Committee Reports VOCAL: meeting this past Sunday. They have decided to focus on one project: the ethics project. In May 2010, a law was passed that local governments are supposed to have an ethics law that is at least as strong as the state requirement. This was unanimously voted on by our state legislators. Our local ethics board has not met in over a year. The last meeting was February 2016 and this board is supposed to meet annually. Our local commissioners have not yet created an ethics policy. This is not in compliance. Only two counties not in compliance: Carroll County and Anne Arundel County, though Anne Arundel apparently already had a strong policy in place. VOCAL is going to push for this policy to be created. In Carroll County, our commissioners do not disclose any property holdings, so they are in violation of the law. Local Politics: Central Office and the Board of Education are moving to North Carroll High School. Bylaws: Gender balance. Next year is the 100 year anniversary of women getting the right to vote. Kathleen Matthews wants to honor this event. According to the DNC, central committees have to be gender balanced during an election year. This can prove challenging in districts where central committee members are voted on by precinct. We believe that anyone who is appointed to a central committee should have full voting privileges. Communications: LTEs and eblasts have been going out. VAN: Gearing up to make phone calls and go door-to-door for voter outreach. Old Business Breakfast: So far, 38 people are attending. Ben Cardin will arrive at about 10:15. Mike Pullen, Krishanti , Natalie Ziegler running for delegate in 9A, a Van Hollen representative, Rich Madaleno, May have 60 people. Western MD PAC: Interns: Four Year Plan: need to do something nice for Christian. Give him a comp ticket to the breakfast. Motion approved. Mitch is going to resend it. Fallfest: Location was not good, but the people who stopped by were happy to see us there. For the money, it is a good event to attend. Next year it will be important for us to be there. However, there is talk that there may not be a Fallfest next year. Victory dinner: May 10, 2018. New Business Holiday dinner: December 14, 2017. Limited to 45 people. Decided not to have a speaker. Cost is $35. Charity softball game: would be in the spring with the Republicans. Perhaps do it in the fall rather than the spring. Candidate Recruitment & Training: no update Announcements The next regular meeting for the CCDCC will be Thursday, November 9 , starting at 7 pm, in the Large Meeting Room of the Westminster Branch of the CCPL.
