Maryland State Central Committee, Carroll County: Meeting Minutes April 9, 2015 Attendees: Corynne Courpas, Mitch Edelman, Frank Rammes, Neil Ridgley, Anita Riley, Dorothy Scanlan, Tom Scanlan, Don West Guests: Charles Harrison, Seth Maiman, Dr. Robert Wack Call to Order at 7:00 PM Chairman's Announcements: - May 12 is date for Westminster municipal elections. A small turnout will mean that every vote counts. GOTV - State Chair Yvette Lewis had resigned and interim chair is Bruce Poole - State Central Committee meeting 10 AM May 2 at Sheraton Annapolis. Meeting is open to everyone. It would be good for as many of our members to attend: voting for new officers is on the agenda. About 7 people indicated they would attend. - Md. Dem gala on Tuesday, 5/19; tickets are $150. - Also on 5/19 will be Rural Democratic Summit, Holiday Inn, Frederick. - Our two nominees for Board of Elections were appointed. Don introduced Seth Maiman, campaign manager for Kumar Barve, running to fill 8th district (Van Hollen) seat in Congress. Secretary's Report was not given and is deferred until May meeting. Treasurer's report: Corynne reported that we have paid for one year's website management. Treasury has $289 in assets, with "a couple hundred more" coming in. Discussion on Insurance Policy: our policy doesn’t cover liability for special events. Our insurer wants $125 to cover liability at JJ Banquet. Neil moved (second Frank) not to spend the money. After discussion, the motion passed on voice vote. Club Reports: Frank reported that CC Dems held election, and he was the club's new President. Anita reported that South Carroll attendance is down, so the club is looking to change to quarterly meetings. There will be a meeting on June 14, Flag Day State Party Meeting: Corynne reported that a bill to fill vacancies by special election died. She reported that the Rules Committee had decided on a delegate selection plan for next year's nominating convention in Philadelphia. The plan is as favorable to Carroll County as possible. Also, Corynne is the CCDCC alternate to the state executive committee. Local Politics: Neil reported that the county commissioners voted down funding for new schools Also, there has been no movement in county staffing. Discussion on April Rose appointment focused on some apparent discrepancies in the financial statement she provided in her application to fill Delegate vacancy created when J. Ready filled State Senate seat. Other legislative activity: Shoemaker cosponsored bill to revise gun control laws and a voter ID law. JJ Dinner: Donna Edwards, Chris Van Hollen, Peter Franchot, and Brian Frosh will attend the dinner. 25 ads have been bought, several more in works. Being listed as patron -- $15 Corynne requested that we get checks in for tickets, no cash, please. Old Business: Mitch asked if central committee members' email addresses should be included in tri-fold brochure. Consensus is that they should be. New Business Frank moved (second Corynne) to add Charles Harrison to Central Committee. The motion passed unanimously. Dorothy moved (Mitch second) to appoint Anita vice-chair. Motion passed unanimously. Discussion on applications for internships. It was suggested that the applicants be invited to attend JJ Dinner at student rate ($35??) Discussion on email voting: the committee agreed that e-voting would be all right. Rural Maryland Conference: Anita moved (Tom second) that the committee buy a table at the conference. Motion to amend (Corynne, Frank second) to subsidize member purchase by $35. Amendment passed on voice vote. Motion as amended passed on voice vote. Next Meeting: May 7, Finksburg Library.
